General Rules & Regulations Applying to all Rates

Membership

Application

Hood River Electric Cooperative (HREC) customers may apply for membership at the time electrical service to that customer commences or anytime thereafter.

Net Margins

Accrual of net margins to that membership shall occur upon acceptance and approval of said membership application by the Board of Directors or Members of the Cooperative.

Termination

A membership may be terminated under provisions of Article 1, Section 7 of the Cooperative’s Bylaws. Net margins accrued to memberships that are active less than 12 continuous months shall be retained by the Cooperative and used to fund Co-op sponsored bill paying assistance or other customer benefit programs as may be designated by the Board of Directors from time-to-time.

Due Date

All bills, except final or closing bills, are due and payable at the office of the Co-op not later than 15 days after the date of issuance, unless specified on the bill. Final or closing bills are due and payable on presentation. Failure to receive a bill will not release the customer from obligation of payment.

Past Due

Bills are considered “Past Due” if not paid in full prior to the next billing. For irrigation accounts, bills are considered “Past Due” if not paid within 30 days after the date of issue.

Late Payment

“Past Due” accounts are subject to a late payment penalty of 1 and 1/2% per month and/or disconnection. Where service has been disconnected for non-payment, a reconnection fee shall be required in addition to full payment of all accrued charges, before service will be reconnected.

Delivery Point

Rates set out herein are based on the supply of service to the entire premises through a single delivery point, which may or may not be the metering point, at one voltage and phase.

Separate supply for the same customer at other points of consumption, or at different voltage or phase will be separately metered and billed; provided, however, services to additional delivery points may be made from the single metering point at the expense of the customer.

Oregon Inspection Labels

State of Oregon, Building Codes Agency, Electrical Inspection Labels shall be secured and paid for by the customer or an electrical contractor before service will be connected.

Resale to Others

Electric energy purchased at rates herein may not be sub-metered and resold to others.



Minimum Bills

Minimum bills specified in these rates anticipate that the investment required for service will not exceed 5 1/2 times the anticipated or guaranteed annual revenues. For investments beyond that amount, minimum guarantees or cash-in-advance payments shall be required.

Disconnection or Reconnection of Existing Service

Electrical services shall be disconnected, upon request by the property owner, at no cost to the customer.

New Large Single Loads

These rate schedules shall not apply to any load associated with a new facility, an existing facility or an expansion of an existing facility which will result in an increase in power requirements of 10 average megawatts or more in any consecutive 12 month period. Special rates shall apply.
